storm: Reserve memory from 0x4000_0000-0x414f_ffff
This marks the bottom chunk of memory, which is used by various IP
blocks, as reserved so that Depthcharge does not attempt to wipe it.

TEST=Built and booted for storm, depthcharge shows:
