util/lint: Accept "GPL-2.0-only WITH Linux-syscall-note" licenses
The Linux kernel UAPI header files are licensed under
/* SPDX-License-Identifier: GPL-2.0-only WITH Linux-syscall-note */
Allows files with this license to be included in coreboot.
