libpayload: Add support for parsing RAMOOPS range from coreboot
CQ-DEPEND=CL:228856 BUG=chrome-os-partner:33676 BRANCH=None TEST=Compiles and boots to kernel prompt. ramoops console log verified after causing kernel to fault.
