LB_TAGS: change the value of CB_TAG_MAC_ADDRS to 0x33
When building the Go version of cbmem I found that LB_TAG_MAC_ADDRS has the same value as LB_TAG_VERSION_TIMESTAMP. I am guessing that this tag was little used. In any event, move it forward to 0x33.
