AMD: Move RAMBASE and RAMTOP
There are no reasons to not load ramstage @ 0x100000. Boards with HAVE_ACPI_RESUME enabled have performance penalty in using excessive RAMTOP. For these boards, this change releases 11 MiB of RAM from CBMEM allocation to OS.
