nb/amd/mct_ddr3: Consolidate duplicated code
read_dqs_read_data_timing_registers() and read_read_dqs_timing_control_registers() served essentially the same function but had slightly different semantics, causing confusion and needlessly complex Family15h code. Consolidate both into read_dqs_read_data_timing_registers() and adjust surrounding code to match new semantics.
