util/spdtool: Add tool to extract SPD from BLOBs
Opens a binary file to extract DDR SPDs using known bits. At the moment only DDR4 SPDs are supported. Dumps the found SPDs into the current folder, as either binary or hex encoded file. Works with python2 and python3.
