The newest and most useful incarnation was hiding in soc/intel/common/.
We move it into the Mainboard menu and extend it with various flags to
be selected to control the default and which options are visible. Also
add a new `int` config MAINBOARD_POWER_FAILURE_STATE that moves the
boolean to int conversion into Kconfig:
0 - S5
1 - S0
2 - previous state
This patch focuses on the Kconfig code. The C code could be unified as
well, e.g. starting with a common enum and safe wrapper around the
get_option() call.
TEST=Did what-jenkins-does with and without this commit and compared
binaries. Nothing changed for the default configurations.

And here comes the mess...
This just renames do_hard_reset() to do_board_reset() and keeps current
behaviour. As these are never called from chipset or board code but only
from common code, it's likely that their implementations are untested
and not what we actually want. Also note, that sometimes implementations
for rom- and ramstage differ considerably.

MAINBOARD_FORCE_NATIVE_VGA_INIT is to be selected instead of the user
option MAINBOARD_DO_NATIVE_VGA_INIT. The distinction is necessary to
use the latter in a choice.

MAINBOARD_HAS_NATIVE_VGA_INIT_TEXTMODECFG should only occur together with
MAINBOARD_HAS_NATIVE_VGA_INIT. It seems to be used to just have to have
the option to be able to select SEABIOS_VGA_COREBOOT.
This patch makes these boards use MAINBOARD_DO_NATIVE_VGA_INIT and
MAINBOARD_HAS_NATIVE_VGA_INIT to have it select SEABIOS_VGA_COREBOOT
by default when SeaBIOS is chosen.

Kconfig hex values don't need to be in quotes, and should start with
'0x'. If the default value isn't set this way, Kconfig will add the
0x to the start, and the entry can be added unnecessarily to the
defconfig since it's "different" than what was set by the default.
A check for this has been added to the Kconfig lint tool.
