Use of device_t has been abandoned in ramstage.
Use pci_devfn_t or pnp_devfn_t instead of device_t in romstage.

Things cleaned up in this patch:
* Add macros for the GENx_DEC registers;
* replace many magic numbers by macros;
* remove many writes to DxxIP since they were 'setting' reset default
values;
* fix some comments about decode ranges.

default clockgen configuration)

Configuring the clockgen like vendor bios fixes the issue where the
display wobbles from left to right on the analog VGA output.
Note: This seems to be common issue/requirement on Intel devices from
that generation (also happens on dg43gt).
TESTED on Intel D510MO.

Replace ram_check with quick_ram_check, because ram_check is slow and
is destructive for dram content.

For raminit to succeed on a hot reset the following things are
prevented from running:
* Clearing self refresh
* Setting memory frequency
* programming sdram dll timings
* programming rcomp
TESTED on Intel d510mo.

This is more consistent with newer Intel targets.
This a static struct so it is initialized to 0 by default.
To make it more readable:
* only setting to GPIO mode is made explicit;
* only pins in GPIO mode are either set to input or output since this
is ignored in native mode;
* only output pins are set high or low, since this is read-only on
input;
* blink is only operational on output pins, non-blink is not set
explicitly;
* invert is only operational on input pins, non-invert is not set
explicitly.
