We didn't have a hard_reset() implementation for these boards. So
select the board_reset() stub for them.

The assignment of header->checksum was in some cases done twice, or
unnecessarily split into two lines.

Now only those UARTs that are enabled in devicetree.cb are initialized.
Tested on Opencellular Elgon.

Adds Open Cellular rotundu mainboard supports.
Working:
- 2x Ethernet support
- MSATA support
- CPU init
- Memory init
- USB support
- EMMC but disabled
Not working:
- TPM support
Create directory structure and Kconfig files for OpenCellular
Rotundu and copy sources from intel/minnowmax.
