This moves a lot of the common romstage boilerplate code to a common
location, while adding a few mainboard specific hooks.
Another difference is that the settings for enable_igd and enable_peg
are now based on the static devicetree settings.

This makes i82801ix use the common smm southbridge code to set up smm
relocation and smi handler setup. This is needed in this change for the
the smm relocation code relies on some southbridge functions provided
in the common code. Some of the old code is kept for the Q35 qemu
target.
This also caches the TSEG region and therefore increases MTRR usage a
little in some cases.
Currently SMRR msr's are not set on model_1067x and model_6fx since this needs
the MSRR enable bit and lock set in IA32_FEATURE_CONTROL. This will be handled
properly in the subsequent parallel mp init patchset.
Tested on Thinkpad X200: boots and going to and resuming from S3 still
works fine.

Add some known good values for some thinkpads displays.
Known good means that at this pwm frequency the display is evenly lit
on all duty cycles, the display makes minimal to no noise at lower
duty cycles and the display does not flicker. This values differs from
vendor (which uses an obviously wrong display clock (190MHz instead
of 320MHz) resulting in frequency more than 60% off the intended
value.
TESTED on Thinkpad X200 with edid ascii string in list and removed
from list to see if notice message is shown.

We kept this value at it's default on the native graphics init path.
Maybe the Video BIOS path, too, I don't know if the VBIOS sets it.
The panel power sequencer uses the core display clock (CDCLK). It's
based on the HPLLVCO and a frequency selection we made during raminit.
The value written is the (actual divisor/2)-1 for a 100us timer.
v2: Fix unaligned mmio access inherited from Linux.
v3: Use MCHBAR8() instead. Also, the unaligned access might have
worked after all.

Make the low-power and small form factor (SFF) options overridable
from romstage main. Also disable both options by default. That's ok
as there aren't yet any in-tree users of the GS45 chipset. As a nice
side-effect, this adds X200s support to the lenovo/x200 port.

It encourages users from writing to the FSF without giving an address.
Linux also prefers to drop that and their checkpatch.pl (that we
imported) looks out for that.
This is the result of util/scripts/no-fsf-addresses.sh with no further
editing.

As per discussion with lawyers[tm], it's not a good idea to
shorten the license header too much - not for legal reasons
but because there are tools that look for them, and giving
them a standard pattern simplifies things.
However, we got confirmation that we don't have to update
every file ever added to coreboot whenever the FSF gets a
new lease, but can drop the address instead.
util/kconfig is excluded because that's imported code that
we may want to synchronize every now and then.
