This patch provides an additional option to skip HECI function
disabling using SMM mode for WHL and CML platform, where FSP has
dedicated UPD to make HECI function disable.
User to select HECI_DISABLE_USING_SMM if FSP doesn't provided dedicated
UPD.
Right now CNL and ICL platform will use HECI_DISABLE_USING_SMM kconfig
to make HECI disable and WHL/CML has to rely on FSP to make HECI
disable.

Update the Kconfig option for disabling ESPI SMI source
to disable it entirely, not just when ACPI mode is disabled.
For the situations where this is needed (just the sarien
board) it is better to completely stop the EC from sending
any SMI events as no actions are taken.

Add an option that will disable eSPI SMI when ACPI mode is enabled,
and re-enable eSPI SMI when ACPI mode is disabled. Additionally it
ensures eSPI SMI is disabled on the ACPI OS resume path.
This allows a mainboard to ensure that the Embedded Controller will
not be able to assert SMI at runtime when booted into an ACPI aware
operating system.
This was tested on a Sarien board with the Wilco EC to ensure that
the eSPI SMI enable bit is clear when booted into the OS, and remains
clear after resume.

This change adds a configurable delay in milliseconds before SLP_EN is set in
SLP_SMI for S5. Reason for doing this is to avoid race between SLP and power
button SMIs.
On some platforms (Nami, Nautilus), it was observed that power button SMI
triggered by EC was competing with the SLP SMI triggered by keyboard
driver. Keyboard driver indicated power button press which resulted in
depthcharge triggering SLP_SMI, causing the AP to enter S5. However, the power
button press also causes the EC to send a pulse on PWRBTN# line, which is
debounced for 16ms before an interrupt is triggered. This interrupt was
generated after SLP_SMI is processed which resulted in the device waking back up
from S5.
This change adds a config option SOC_INTEL_COMMON_BLOCK_SMM_S5_DELAY_MS which is
used to add a delay before SLP_EN is set for S5. This change should only affect
CHROMEOS boards as the config option will be 0 in other cases.
BUG=b:74083107
TEST=Verified that nami, nautilus do not wake back from S5 on power button press
at dev mode screen.

Add smm common code for io trap handling. This feature is
mainly used by big core intel platforms. Commonizing io trap
handling will make bring up of big core platforms more
seamless.

SMI code is very similar across Intel platforms. Move this code to
common/block/smi to allow it to be shared between platforms instead
of duplicating the code for each platform. smihandler.h has already
been made common so all it will contain is name changes and a move
to the common block location. Due to moving smihandler code, APL
changes are bundled here to show this change.
