Current code only cares whether the PCH is LP or not. However, MRC wants
to differentiate between desktop and non-LP mobile platforms as well. As
the PCH is soldered onto the mainboard, add a facility to retrieve which
platform coreboot is running on by checking the PCH's LPC device ID. The
only user of the `pch_silicon_type` function is the `pch_is_lp` function
so replace the former with the new `get_pch_platform_type` function. The
function needs to be defined in both romstage and ramstage where PCI ops
have different signatures, hence the two copies.

Instead of passing around a pointer to an array, just write the relevant
registers directly. Note that intel/baskingridge used spaces to indent
line continuations and had to be replaced with tabs to quell Jenkins.

This change moves all ACPI table support in coreboot currently living
under arch/x86 into common code to make it architecture
independent. ACPI table generation is not really tied to any
architecture and hence it makes sense to move this to its own
directory.
In order to make it easier to review, this change is being split into
multiple CLs. This is change 3/5 which basically is generated by
running the following command:

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

The newest and most useful incarnation was hiding in soc/intel/common/.
We move it into the Mainboard menu and extend it with various flags to
be selected to control the default and which options are visible. Also
add a new `int` config MAINBOARD_POWER_FAILURE_STATE that moves the
boolean to int conversion into Kconfig:
0 - S5
1 - S0
2 - previous state
This patch focuses on the Kconfig code. The C code could be unified as
well, e.g. starting with a common enum and safe wrapper around the
get_option() call.
TEST=Did what-jenkins-does with and without this commit and compared
binaries. Nothing changed for the default configurations.

The H81 chipset is the only non-LP Lynx Point chipset with 6 PCIe root
ports, all others have 8 [1]. The existing PCIe code assumed that all
non-LP chipsets had 8 root ports, which meant that port 6 would not be
considered the last root port on H81, so `root_port_commit_config()`
would not run. Ultimately, while PCIe still worked on H81, all the root
ports would remain enabled, even if disabled in the devicetree.
Also, remove `PCI_DEVICE_ID_INTEL_LYNXPOINT_MOB_DESK_{MIN,MAX}`, as they
are unused, and the MAX constant is incorrect.
Interestingly, this fixes an issue where GRUB is unable to halt the
system.
Tested on an ASRock H81M-HDS. The root ports disabled in the devicetree
do indeed end up disabled.

The common finalise code is used by bd82x6x, Lynx Point, and Ibex Peak.
Lynx Point now benefits from being able to write-protect the flash chip.
For Lynx Point, writing the SPI OPMENU now happens in ramstage, as done
in bd82x6x.
Tested on an ASRock H81M-HDS (Lynx Point). When write-protection is
configured, flashrom reports all flash regions as read-only, and does
not manage to alter the contents of the flash chip.
Also tested on an ASUS P8H61-M LX (Cougar Point). Everything seems to
work as before.

The super I/O setup needs to be done after the LPC is enabled. For
Lynx Point, configuring the super I/O in `mainboard_romstage_entry()`
is too early to get a serial console output. To remedy this, add a
function `mainboard_config_superio()` that will be called at the
appropriate time, and can be overridden by mainboard code.

We use the usual static addresses 0xfed90000/0xfed91000 for the GFX
IOMMU and the general IOMMU respectively. These addresses have to be
configured in MCHBAR registers and reserved from the OS.
GFXVTBAR/VTVC0BAR policy registers set to be consistent with
proprietary vendor firmwares on hardware of same platform
(2 different vendor firmwares compared, found to be identical).

All Intel southbridges implement the same SMBus functions.
This patch replaces all these similar and mostly identical
implementations with a common file.
This also makes i2c block read available to all those southbridges.
If the northbridge has to read a lot of SPD bytes sequentially, using
this function can reduce the time being spent to read SPD five-fold.

Use the ACPI generator for creating the Chrome OS gpio
package. Each mainboard has its own list of Chrome OS
gpios that are fed into a helper to generate the ACPI
external OIPG package. Additionally, the common
chromeos.asl is now conditionally included based on
CONFIG_CHROMEOS.

It encourages users from writing to the FSF without giving an address.
Linux also prefers to drop that and their checkpatch.pl (that we
imported) looks out for that.
This is the result of util/scripts/no-fsf-addresses.sh with no further
editing.

As per discussion with lawyers[tm], it's not a good idea to
shorten the license header too much - not for legal reasons
but because there are tools that look for them, and giving
them a standard pattern simplifies things.
However, we got confirmation that we don't have to update
every file ever added to coreboot whenever the FSF gets a
new lease, but can drop the address instead.
util/kconfig is excluded because that's imported code that
we may want to synchronize every now and then.

The coreboot and ACPI code that clears USB3 PORTSC change status
bits was not properly preserving the state of the PED (port enabled
or disabled) status bit, and it could write 0 back to this field
which would disable the port.
Additionally add back the code that resets disconnected USB3 ports
on the way into suspend (as stated in the BWG) but take care to
clear the PME status bit so we don't immediately wake.
suspend/resume with USB3 devices
1) suspend with no devices, plug in while suspended, then resume
and verify that the devices are detected
2) suspend with USB3 devices inserted, then suspend and resume
and verify that the devices are detected
3) suspend with USB3 devices inserted, then remove the devices
while suspended, resume and ensure they can be detected again
when inserted after resume

This commit adds a new Kconfig option for the LynxPoint
southbridge that will have coreboot route all of the USB
ports to the XHCI controller in the finalize step (i.e.
after the bootloader) and disable the EHCI controller(s).
Additionally when doing this the XHCI USB3 ports need
to be put into an expected state on resume in order to make
the kernel state machine happy.
Part of this could also be done in depthcharge but there
are also some resume-time steps required so it makes sense
to keep it all together in coreboot.
This can theoretically save ~100mW at runtime.
Verify that the EHCI controller is not found in Linux and
that booting from USB still works.

Move this to the existing USB source files so they can share some
helper functions and keep the main smihandler code cleaner.
The XHCI sleep prepare code now implements the actual sleep
preparation steps from the ref code instead of the docs.

PCIe Root Ports should be disabled based on pin ownership
and the strapping configuration. Implement this logic
for LynxPoint. The chip_ops->enable_dev() path is no
longer used. Instead the PCIe driver handles the enabling
and disabling of devices. This allows for having an empty
or incomplete device tree since those "allocated" devices
do not travel through the chip_ops->enable_dev() path.
The coalescing was tested to be working properly, however
not all configurations were tested.
