MdeModulePkg/PciHostBridgeDxe: Honor ResourceAssigned
Change PciHostBridgeDxe driver to not install the PciHostBridgeResourceAllocation protocol and let PciRootBridgeIo.Configuration() return the correct PCI resource assignment information when the ResourceAssigned is TRUE.
