ArmPlatformPkg: Introduced ArmPlatformSysConfigLib NULL library
Some platforms do not have SysConfig controller used by the ARM
Versatile Express.
Some peripheral drivers currently rely on SysConfigLib (eg: PL031
RTC driver, LCD driver).
