Vlv2TbltDevicePkg: Use 4K aligned PE/COFF sections
Update [BuildOptions] to use of 4K aligned PE/COFF
image sections to support page level protection of
DXE_RUNTIME_DRIVER, SMM_CORE, and DXE_SMM_DRIVER
modules.
