MdeModulePkg: PcdSetNxForStack: enable dynamism
Allow platforms to instantiate this PCD as PcdsDynamic and PcdsDynamicEx
too, not just PcdsFixedAtBuild and PcdsPatchableInModule.
(Sync patch r18468 from main trunk.)
