MdePkg BaseMemoryLib: Add assembly implementation of API IsZeroBuffer()

Add the implementation of API IsZeroBuffer() via assembly for the
following library instances:
BaseMemoryLibMmx
BaseMemoryLibOptDxe
BaseMemoryLibOptPei
BaseMemoryLibRepStr
