MdePkg: Add four PcdGetSize() API in PcdLib
Add below four PcdGetSize() API in PcdLib header file. They can be used
to get the size of PCD value.
FixedPcdGetSize()
PatchPcdGetSize()
PcdGetSize()
PcdGetExSize()
