QuarkPlatformPkg/PlatformEarlyInit: Configure GPIO expander
Configure GPIO expander in PEI phase
1) Configure all GPIO expander pins connected to Reset Button as inputs
2) Configure multiplexer for I2C to route I2C bus to Arduino Header
