UefiCpuPkg: Add SmmCpuFeaturesLib
Add SmmCpuFeaturesLib that provides CPU specific functions that are used to initialize SMM and process SMIs. A functional implementation of this library class is provided that is based on the Intel(R) 64 and IA-32 Architectures Software Developer's Manual (Sync patch r18638 from main trunk.)
