Only ArmVirtualizationPkg based platforms are expected to use
the dynamic method to choose between SMC and HVC to invoke PSCI.

This implementation of EfiResetSystemLib uses ARM PSCI calls to perform
reboot and poweroff, using either HVC or SMC calls.
