2013-03-12EmbeddedPkg: Introduced a separate SerialPortExtLib libraryoliviermartin
Formerly only the header was defined and it was expecting the SerialPortExtLib interface to be implemented by SerialPortLib if supported. This behaviour was not conform to the EDK2 framework. This NULL implementation should not affect the existing code flow and avoid the builds to be broken by a missing dependency. don't know how the PE/COFF spec will change, but we can merge the real change into the MdePkg when the PE/COFF spec is updated and remove this library. To be clear I made up the PE/COFF relocation extension for these relocations, but as long as the tools match it all works....
