Turn off PcdHiiOsRuntimeSupport to fix hanging issue while enter
shell with some mellanox net cards.The option ROM of card loads an
empty interface to the gEfiHiiConfigAccessProtocolGuid.

Sm750Dxe is a generic PCIe device driver for SM750 VGA device and it
is not necessary to maintain two different binary images for D03 and
D05 respectively.
This patch depends on another patch of unifying Sm750Dxe driver in
edk2-non-osi.

We need to set PcdShellLibAutoInitialize to FALSE for
TftpDynamicCommand, or else we will get initialization failure when
loading TftpDynamicCommand module, for EFI Shell has not been started
at this moment.

Due to copy-paste error, both d03 and d05 ended up with capsule sections
named Capsule.StyxFirmwareUpdateCapsuleFmpPkcs7 in their .fdf files.
Change these to the actual platform names.

1. This driver install a protocol for SnpPV600Dxe driver.
The protocol indicate which ethernet port to use and port sequence.
2. Fixed bug:Confusing Ethernet port sequence.
Move the most right Ethernet port (when looking from the front
of the chassis) to the first one in BootManage for PXE boot.

D02, D03 and D05 all have nice conditional clauses to only include
the non-standard tftp shell command ifdef(INCLUDE_TFTP_COMMAND).
Unfortunately, they all explicitly set DEFINE INCLUDE_TFTP_COMMAND=1 in
their platform description files, meaning there is no way to exclude the
command without an editor.
So remove the DEFINE and let people specify on the command line whether
to include it, as originally intended.

Value of the environment variable FIRMWARE_VER is GIT SHA by default,
and you can add the environment variable FIRMWARE_VER to EXTRA_OPTIONS
at build time to specify something else, eg. "16.12-<commit id>".

Remove the shared ArmDmaLib resolution from the shared .dsc include
file: it will be removed soon from upstream EDK2. Instead, replace
it with an explicit NonCoherentDmaLib resolution for each driver that
depends on DmaLib. This makes it more obvious which peripherals are
non cache coherent, and forces derived platforms to choose a DmaLib
resolution explicitly for newly added drivers.
