2009-07-13ProcessCapsule() and BdsMemoryTest() are implemented in the BdsDxe module, ↵eric_tian
which will be invoked at PlatformBds library. It is not proper for a library implementation to assume the names of function in a parent module. now this PCD is *not* only hold default value of Bds timeout, but it is associated with a HII type PCD to hold persistent value for BDS timeout.
