The owned copy needs to be modified, so it should be non-const. Whereas
the unowned copy can be const.
Add a GetClonedDict() method for accessing the modifiable dictionary.

This CL moves CFX_MaybeOwned into the fxcrt namespace and removes the
CFX_ prefix.
The test names for maybe owned were updated to be in the MaybeOned test
suite instead of the fxcrt suite.

This Cl renames the fpdf_edit_create file to better match the
cpdf_creator content. The CPDF_ObjectStream and CPDF_XRefStream code is
moved out to their own .cpp files. Needed anonymous classes are split
out as well.
