Import Chromium's base/compiler_specific.h from r537069.
Now that FALLTHROUGH is available via compiler_specific.h, remove
FX_FALLTHROUGH.

Automated using git grep & sed.
Replace StringC classes with StringView classes.
Remove the CFX_ prefix and put string classes in fxcrt namespace.
Change AsStringC() to AsStringView().
Rename tests from TEST(fxcrt, *String*Foo) to TEST(*String*,
Foo).
Couple of tests needed to have their names regularlized.

This Cl converts the AllStates to use CFX_PointF and changes the advance code
to return a CFX_PointF instead of accepting two out floats.

Some changes were required to match underlying ctors
as invoked by the templated methods.
Many release() calls go away, a few WrapUniques() are
introduced to avoid going deeper into other code.
