It has no overrides and always returns the identity matrix. Many callers
that use the returned value can be simplified, because they are scaling
by 1 or concatenating an identity matrix.

Automated using git grep & sed.
Replace StringC classes with StringView classes.
Remove the CFX_ prefix and put string classes in fxcrt namespace.
Change AsStringC() to AsStringView().
Rename tests from TEST(fxcrt, *String*Foo) to TEST(*String*,
Foo).
Couple of tests needed to have their names regularlized.

including ad-hoc logic for sharing and deletion, and the
now-redundant CFX_DIBitmapRef externally-counted handle to the DIBs.
Replace them all with the internal refcount scheme.

This Cl updates the code to use the constructors instead of creating an
empty object and calling Set(). It also removes the various memsets of
the CFX_Rect{F} classes.
