When pdfium is imported into Google's internal repository, the recently
copied Skia decimal formatting code causes only-defined-once violations
because many Google internal projects depends on Skia through Google's
own copy. This patch puts pdfium's private copy of the needed function
into a namespace.

It seems m_CharCodes is in rare cases being corrupted, this CL adds ASSERTS
to catch whether the corruption is due to out-of-bounds element access.

The class started with |foo_bar_| but now has a mixture of |foo_bar_|
and |m_FooBar|. Change them all to |foo_bar_|. While making this
change, also initialize the members in the header when possible.

This functional part of this CL is mostly a revert of
"Change behaviour of FPDF_RenderPageBitmapWithMatrix"

Besides the revert, the parameters passed to
pPage->GetDisplayMatrix() are changed to fix a bug with the previous
implementation: the page was scaled to fit inside the clipping_rect,
instead of clipped.

- Adds two new public bits of API:
- StructElement_GetMCID(STRUCTELEMENT) to return the marked content
ID of the struct element.
- IMAGEOBJ_METADATA.mcid to contain the marked content ID of the
image.
- Restores ContentMark::GetMCID, which was removed with other dead
code in https://pdfium-review.googlesource.com/c/pdfium/+/19170.
- Adds a couple calls to tests, including a simple new PDF to test
the struct tree marked content ID.

Default arguments are banned on virtual functions. Remove default
arguments and rename OpenDocument() to OpenDocumentWithOptions(). Add
wrappers for OpenDocumentWithOptions() to call it with sensible options.

- ICC color spaces cannot have a Pattern color space as Alternate
- Separation and DeviceN color spaces cannot have a special color space
as Alternate. Special color spaces are {Separation, DeviceN, Indexed and

m_CharCodes is getting corrupted and it's difficult to tell why. This
moves it to a local variable before it is destroyed so that the
corruption - which should be copied over - will be stored in the crash
dump.
