This CL removes the two Transform() overrides from CFX_Matrix and calls the
TransformPoint methods directly. In the case of the 4 param version the
values were assigned to the out values before calling.

This Cl updates the code to use the constructors instead of creating an
empty object and calling Set(). It also removes the various memsets of
the CFX_Rect{F} classes.

The -build/include setting was masking out build/include_what_you_use. This CL
restores them, fixes any build errors, and adds NOLINT as needed. As well,
the runtime/explicit and runtime/printf flags are aslo enabled and NOLINT'd.

When CGFontGetGlyphWithGlyphName returns 0, it means the glyph name
was not recognized. In this case, try using the glyph index to load the
glyph.

Notice that this is just making it analoguous to how it works when the
font is positive: the b and d components are reversed. Currently, when
the font is negative, only the a component is reversed. The c one needs
to be reversed as well.

PWL_FontMap does not need its own charset definitions. fx_edit.h does
not need to define DEFAULT_CHARSET. XFA have their own definitions.
They look different in that most are MAC or MSWin charset definitions.
So they are left untouched. public/fpdf_sysfontinfo.h duplicate ones
were left untouched due to being in public folder.

To draw paths that are stroked and filled with a pair of colors,
reduce the fill by the width of the stroke. This is implemented
with path ops subtracting the resolved stroke shape from the
fill shape. This permits rendering the result without requiring
an offscreen bitmap.
The implementation for stroke+fill requires a new entry into
the graphics engine, so a bit was added to device caps for that.
Extract the gradient information out of the axial gradient
function descriptions, and when possible, use Skia to draw
the linear gradient directly. This requires making the function
descriptions non-opaque, and adding a bit to device caps for
another entry into the graphics engine.
