This Cl cleans up the unused defines in fx_codepage.h. The
FXFONT_CHARSET_ defines are replaced with fx_codepage defines, this
moves fx_codepage into core instead of xfa only. Static asserts are
added to verify the public/ charsets match the fx_codepage charsets.

The -build/include setting was masking out build/include_what_you_use. This CL
restores them, fixes any build errors, and adds NOLINT as needed. As well,
the runtime/explicit and runtime/printf flags are aslo enabled and NOLINT'd.

PWL_FontMap does not need its own charset definitions. fx_edit.h does
not need to define DEFAULT_CHARSET. XFA have their own definitions.
They look different in that most are MAC or MSWin charset definitions.
So they are left untouched. public/fpdf_sysfontinfo.h duplicate ones
were left untouched due to being in public folder.

For all classes under /fpdfsdk, use smart pointer to replace
raw pointer type for class owned member variables so that memory
management will be easier.

This CL folds IFX_SystemHandler into CFX_SystemHandler. Methods which either
had no implementation, or returned a default value have been removed.

This CL moves the fxedit, jsapi and fpdfxfa code out of fpdfsdk/include to the
various sub-include directories.

This CL removes the core/include/fpdfdoc/fpdf_vt.h file. The IPDF_VariableText
class was removed in favour of the only concrete class of CPD_VariableText.
CPVT_Provider was moved to CPDF_VariableText::Provider and
CPDF_VariableText_Iterator was moved to CPDF_VariableText::Iterator.
The IFX_Edit_FontMap interface was merged into the IPVT_FontMap interface so
there is only one.
Other classes were split out as needed in order to keep things compiling.
