This CL removes the two Transform() overrides from CFX_Matrix and calls the
TransformPoint methods directly. In the case of the 4 param version the
values were assigned to the out values before calling.

This hopefully makes it less confusing what the description of a point is.
Currently we have defines for the types, which is confusing because a point
can only be one of the three. And it is mixed up with whether the point is
closing a figure or not.

It's possible for both the provider and attached widget to be destroyed before
the PWL_CREATEPARAM objects which point to them. This causes issues when those
widgets access their attached widget or provider.
This CL wraps the pAttachedWidget and pProvider into ObservedPtrs so we will
know if the underlying pointer has gone away.

The -build/include setting was masking out build/include_what_you_use. This CL
restores them, fixes any build errors, and adds NOLINT as needed. As well,
the runtime/explicit and runtime/printf flags are aslo enabled and NOLINT'd.

PWL_FontMap does not need its own charset definitions. fx_edit.h does
not need to define DEFAULT_CHARSET. XFA have their own definitions.
They look different in that most are MAC or MSWin charset definitions.
So they are left untouched. public/fpdf_sysfontinfo.h duplicate ones
were left untouched due to being in public folder.

This Cl switches the ownership between the parser and the document. Previously
the parser owned the document and we'd jump through hoops during cleanup to
delete the right object. This Cl flips the ownership so the document owns
the parser and simplifies the cleanup logic where needed.

This is the second CL in an attempt to split up the classes in fxge/include/fx_ge.h into their own files. CFX_ClipRgn is moved to core/fxge/ge because it is only used in core/fxge. The header for CFX_PathData is left in core/fxge/include since it is used elsewhere.

We create |m_pList| in the constructor and it is never reset during the lifetime
of the class or subclasses. Remove the conditional checks on the existence

Currently the OnDestroy() method of CPWL_ListBox will free
the |m_pListNotify| but it does not update the |m_pList| that
it has done so. This causes issues when CPWL_ListBox is
destroyed as the destructor for |m_pList| will attempt to
call into the |m_pListNotify|.
This CL resets the |m_pList| notify parameter before we
clear |m_pListNotify| in OnDestroy so it will not be
accessed during the |m_pList| destructor.

This change mainly contains files in fpdfsdk/ directory.
