This reverts commit 937840e1722d1f2b77d80575d6e710d760662c9c.
Add type cast definitions for CPDF_Dictionary.
This CL adds ToCPDFDictionary type definitions and updates one file to use
instead of straight casts. I had to fix two places where we'd casted off the
constness of the original pointer.

The CPDFDocumentFromFPDFDocument() helper function now completely
abstracts the difference between xfa and master for a number of
files, so they can stop including the xfa headers.
The JS header was a stray.

The API is the same as the Foxit version, except the encoding is
specified as UTF-8 instead of local encoding.
Also remove CPDF_LWinParam since it's unused.

Previously, UTF16LE_Encode take an optional flag to indicate
if the returned byte string has trailing zeros. In fact, no where
needs the flag to be false. So just get rid of it so callers won't
misuse.

Remove CPDF_Dictionary*() operator in CPDF_Bookmark class.
Unify naming conventions and coding styles.
Change some functions to const.
Change the name of function argument to |pDict| for FPDF_xxx type variable.
This makes the code more clear and gives better variable naming
