The new GetDestPageIndex() method does the same thing, but has a
consistent form of returning an error (returns -1).

FPDFDest_GetDestPageIndex() has a well defined return value for
errors (-1). Keeping FPDFDest_GetPageIndex() to avoid changing
behavior of the old API for whoever relies on it.

This CL moves all of the CJS files into fxjs. The :javascript build rule
is removed and :fxjs is used instead.
