This was causing pdfium_diff to fail to link on ARM/linux
due to missing neon-specifc symbols. Ideally we could
add the missing symbols (and update the latest version
of libpng), but that can happen in a separate CL.

- In non-standalone builds, use the provided jpeg library.
- Run gn format over all the GN files.
- Also roll DEPS for buildtools to c2f2598.

The source files required to use the NEON function are not
included so we should not try to reference those symbols.

The pdfium library itself does not support the format, but the test utility
can convert to this output format.
GN build can't be tested standalone, so push this out to the next CL.
