| Make fuzzer helpers that are mutually exclusive use the same name for their global variables. If any target tries to include both, the jumbo build will likely fail. | Move them out of testing/libfuzzer, to make it possible to pull libfuzzer into that directory. Leave testing/libfuzzer/BUILD.gn there for now as a transitional build file.
