Replace it with CFX_ReadOnlyMemoryStream, which does the same thing.
Take some checks from CFX_BufferSeekableReadStream and add them
CFX_ReadOnlyMemoryStream.

There are multiple instances of subclasses that either act as an
invalid stream or one backed by a memory buffer. Merging all of these
into two shared stream classes and removing the others.

This CL moves the fxcrt code into the core/fxcrt directory. The only exception
