2018-05-25	Move fuzzers to testing/fuzzers.	Lei Zhang
	Move them out of testing/libfuzzer, to make it possible to pull libfuzzer into that directory. Leave testing/libfuzzer/BUILD.gn there for now as a transitional build file.
