There currently exists a weird split where some files exist in xfa/fxfa
and some files exist in xfa/fxfa/app. This CL removes the app/ folder
and moves all files up to the parent directory.

Layering prevents the (newly-moved) CFX_Char from knowing about
this class, so some casting is still required.
