This CL removes the LoadString method from CPDFXFA_Context and, instead, creates individual exception methods for each of the loaded strings and calls as needed. This CL cleans up some of the out params in CPDFXFA_Context. In the process several of the strings returned by ::LoadString() are inlined in their call sites and the defines removed. We can remove a lot of "bOwnsStream" logic in the process. Always pass these by const reference, in case the called method wants to hang on to the stream (one exception is where we stick a raw pointer into a void* slot in a context from another layer).
