There currently exists a weird split where some files exist in xfa/fxfa and some files exist in xfa/fxfa/app. This CL removes the app/ folder and moves all files up to the parent directory. Since there is no guarantee of termination if the StringC was extracted from a snippet of another string. Make it more obvious that things like strlen(str.unterminated_c_str()) might be a bad idea.
