Synchronize function comment in
MdePkg\Library\CpuLib.h, DebugLib.h,DevicePathLib.h, DxeServicesLib.h, DxeServicesTableLib.h, ExtractGuidedSectionLib.h, HobLib.h
with the c file instance of this functions in MdePkg.
