SecurityPkg: Use PcdGet32() to access PcdPeiCoreMaxFvSupported
FixedPcdGet32() limits PcdPeiCoreMaxFvSupported type as FixedAtBuild.
PcdGet32() allows PCD be configured as FixedAtBuild or PatchableInModule.
