Vlv2TbltDevicePkg/dec: Correct wrong default value.
The default PcdPeiIchEhciControllerMemoryBaseAddress value 0xFD000000
conflict with the default TXE SECUMA MMIO address.
So we update to 0xFC000000 to avoid conflict.
