ArmVirtualizationPkg: PlatformIntelBdsLib: adhere to QEMU's boot order
We have all the required pieces in place. Let's call
SetBootOrderFromQemu() in PlatformBdsPolicyBehavior().
We disable OFW-to-UEFI device path fragment translation for virtio-pci,
and enable it only virtio-mmio at this time.
