MdePkg/BaseLib: Add 2 more safe string functions.
Add UnicodeStrToAsciiStrS() and AsciiStrToUnicodeStrS() API.
These 2 safe version APIs are used to replace UnicodeStrToAsciiStr() and
AsciiStrToUnicodeStr() API.
The safe version string convert APIs use similar check as StrCpyS().
