Platform/ARM: import BdsLib from ArmPkg
We are about to migrate the only remaining user of the deprecated ARM
BdsLib, i.e., FdtPlatformDxe, into Platform/ARM. So create our own
copy of BdsLib, allowing us to finally remove it from upstream EDK2.
