Rename intmath.h to intmath.hh
clean up the formatting
make things use templates since this is C++ now.
base/circlebuf.cc:
base/intmath.cc:

intmath.h -> intmath.hh
base/intmath.hh:
Make this more like C++ by templatizing these functions
