arm: Add a method to query interrupt state ignoring CPSR masks

Add the method checkRaw to ArmISA::Interrupts. This method can be used
to query the raw state (ignoring CPSR masks) of an interrupt. It is
primarily intended for hardware virtualized CPUs.
