mem-cache: Implement FPC-D cache compression
Implementation of Frequent Pattern Compression with limited Dictionary
support (FPC-D) cache compressor, as described in "Opportunistic
Compression for Direct-Mapped DRAM Caches", by Alameldeen et al.
